‘Rugby Town Centre will be the first choice for Rugby residents and visitors. It will be vibrant, resilient and a community focal point, supported and characterised by a strong daytime and night-time economy, a culture of entrepreneurship, and a thriving hub of independent and national-brand businesses.
We will deliver a place and mix of uses that puts people first, celebrates Rugby’s heritage and contributes positively to the lives of our community creating a prosperous and sustainable place that we can all be proud of.’
The Delivery Plan is the first step in delivering the vision for the town centre. It is ten-year framework adopted by the council is August 2026 that outlines regeneration projects for the town centre, including up to £140million in development value, over 600 new homes, major upgrades to Rugby Central, new public spaces, and improvements to routes, culture and community facilities. It sets out how the town centre will be transformed through coordinated development, investment and public-realm improvements.
The council has also published a Rugby Town Centre Social Value Framework, which sits alongside the Delivery Plan, committing the council to plan town centre projects with wider benefits in mind, such as local jobs, skills, support for small businesses, health and wellbeing, climate action and new opportunities for community organisations.
