The development brief supplementary planning document (SPD) has been produced to guide the future redevelopment of the site and ensure a high quality design and enhanced public realm on the largest catalytic site in the town centre.
This SPD is part of the council’s wider ambitions to take back control of the town and deliver real change for the benefit of existing businesses and residents. Any redevelopment of the site would have regard to existing businesses who are important stakeholders in this proposed transformation.
It was adopted by Council on 18 March 2026. This followed a public consultation on the development brief between 6 February 2026 and 6 March 2026. Details of the representations and the Councils response are included below.
Minor corrections and amendments to the version of the SPD presented to Council in March 2026 have been incorporated into the SPD. These changes were made pursuant to the delegated authority to make such arrangements, given by Council on 18 March. A list of those changes is included in the documents below.
Hard copies of the adopted Rugby Central Development Brief, adoption statement, consultation statement, and post Cabinet and Council minor corrections and amendments are available for inspection at the following locations:
