We have a range of powers to tackle empty properties, including enforcement action.
We identify empty properties from a number of sources, including reports from residents.

If you believe that a property may be in breach of planning permissions through e.g. unauthorised works, you can contact the Planning Enforcement Team.
Changes to Council Tax for empty homes
From 1 April 2026, we are introducing new Council Tax premiums for properties that have been empty and unfurnished for a year or more.
These changes are being made to encourage owners to bring empty houses back into use, providing much-needed homes for the local community.
The amount of extra Council Tax you must pay depends on how long the property has been empty:
- Empty up to 12 months: 0% premium (you pay the standard council tax charge)
- Empty for 1 to 5 years: 100% premium (you pay double the standard Council Tax)
- Empty for 5 to 10 years: 200% premium (you pay triple the standard Council Tax)
- Empty for over 10 years: 300% premium (you pay four times the standard Council Tax)
Properties that are not affected
You will not have to pay this extra charge if:
- The property is an annexe.
- You are in the armed forces and have moved for your work.
- The property is being actively marketed for sale or rent (for up to 12 months).
- The property is undergoing major structural repairs (for up to 12 months).

Tax Allowances
If your property has been empty for two years or more you can claim a VAT reduction on certain refurbishment costs.
