The grounds for the review are:
- Have grounds to believe the license holder has failed to meet the Licensing Objectives of prevention of crime and disorder and public safety at the above premises.
A Section 51 Notice under the Licensing Act 2003 refers to an application for a review of a premises licence, allowing responsible authorities or other persons to request a review if licensing objectives (the prevention of crime and disorder/public safety) are threatened. The process involves the applicant notifying the licence holder and authorities, who then advertise the review, inviting representations during a prescribed period, leading to a licensing authority decision.
In carrying out the role of responsible authority, Warwickshire Police is permitted to make relevant representations and objections to the grant of a licence or request a review of an existing licence as a responsible authority where there is concern that a licence and related licensable activity is prejudicial to the upholding of the Licensing Objectives..
Any responsible authority or any other person who wishes to make representations regarding this application must give notice in writing to Rugby Borough Council, Town Hall, Evreux Way, Rugby CV21 2RR by 18 February 2026.
