What's a Community Governance Review?
A Community Governance Review (CGR) is a legal process through which councils can create parish councils, review and change electoral arrangements and, in certain circumstances, abolish parishes.
Rugby Borough Council must ensure community governance in an area under review reflects the identities and interests of the community in the area, while being effective and convenient.
Recommendations made through a CGR should result in improved community engagement, more cohesive communities, better local democracy and the delivery of more effective and convenient local services.
In undertaking a CGR, Rugby Borough Council follows the guidance contained in:
- part 4 of the Local Government and Public Involvement in Health Act 2007
- the relevant parts of the Local Government Act 1972
- the Guidance on Community Governance Reviews issued jointly by the Department for Communities and Local Government and the Electoral Commission in April 2008, and the following regulations which guide, in particular, consequential matters arising from a review:
