Review

Following a review of the Neighbourhood Plan conducted by Willoughby Parish Council and Rugby Borough Council, a series of modifications were identified to update the plan in 2021, and again in 2023.

The latest modified version of the plan, together with a schedule of changes, was submitted by the parish council to Rugby Borough Council in October 2023.

The proposed modifications were considered minor (non-material) alterations and were agreed by Rugby Borough Council on 13 December 2023 under section 61M (4) of the Town and Country Planning Act 1990 (as amended).

Adoption

Rugby Borough Council, at a meeting of full council on 17 December 2019, decided to make the Willoughby Neighbourhood Plan under section 38A (4) of the Planning and Compulsory Purchase Act 2004 (as amended).

The Willoughby Neighbourhood Plan now forms part of the Development Plan for Rugby borough and will be taken into account in local planning decisions.

Referendum on the Willougby Neighbourhood Plan

A referendum on the Willoughby Neighbourhood Plan took place on Monday 2 December 2019.

The referendum asked the following question:

“Do you want Rugby Borough Council to use the Neighbourhood Plan for Willoughby to help it decide planning applications in the neighbourhood area?”

Referendum on the Willoughby Neighbourhood Plan

Following the publication of the independent examiner's report on the Willoughby Neighbourhood Plan, Rugby Borough Council has now agreed for the plan to proceed to a referendum, to be held on 2 December 2019.

Consultation on submitted Neighbourhood Development Plan

The Willoughby Neighbourhood Development Plan was submitted to Rugby Borough Council on 16 May 2019.

A public consultation on the plan, run in accordance with the Neighbourhood Planning General Regulations 2012 (Regulation 16), closed on 6 August 2019.

Pre-submission consultation on the draft Willoughby Neighbourhood Plan

A public consultation on the draft Neighbourhood Plan for the parish took place from Monday 21 January 2019 to Sunday 10 March 2019.

Consultation on the first draft of the Neighbourhood Development Plan

A public consultation on the first draft of the Neighbourhood Development Plan was held from 8 October 2018 to 4 November 2018.

Initial Consultation on Neighbourhood Development Plan

The initial consultation for the Willoughby Neighbourhood Development Plan runs from 7 May 2018 to 3 June 2018.

An Issues and Options document has been produced for the consultation, together with a summary and questionnaire which has been circulated to all residents and stakeholders in the designated Neighbourhood Area.

Neighbourhood Area designation

Willoughby Parish Council has submitted an application to Rugby Borough Council for the designation of the parish as a Neighbourhood Area under the Neighbourhood Planning (General) Regulations 2012.

Subject to the designation of the Neighbourhood Area, the parish council intends to prepare a Neighbourhood Plan to help shape the future development of the village.

Decision

The application to designate the parish of Willoughby as a Neighbourhood Area was approved on 5 October 2017.
