Under the Planning (Hazardous Substances) Act 1990, if a site contains a hazardous substance above a specified quantity it must obtain consent from the council - the local hazardous substances authority.

Consent ensures hazardous substances can only be stored or used in significant quantities once the council had assessed the degree of risk to nearby homes and businesses, and the surrounding environment.

Under the Act, the council also publishes a public register of sites in the borough which have consent to store or use hazardous subtances.
