Review
Following a review of the Neighbourhood Plan conducted by Willoughby Parish Council and Rugby Borough Council, a series of modifications were identified to update the plan.
A modified version of the plan, together with a schedule of changes, was submitted by the parish council to Rugby Borough Council in October 2021.
The proposed modifications were considered minor (non-material) alterations and were agreed by Rugby Borough Council on 15 December 2021 under section 61M (4) of the Town and Country Planning Act 1990 (as amended).

Adoption
Rugby Borough Council, at a meeting of full council on 17 December 2019, decided to make the Willoughby Neighbourhood Plan under section 38A (4) of the Planning and Compulsory Purchase Act 2004 (as amended).

The Willoughby Neighbourhood Plan now forms part of the Development Plan for Rugby borough and will be taken into account in local planning decisions.
Referendum on the Willougby Neighbourhood Plan
A referendum on the Willoughby Neighbourhood Plan took place on Monday 2 December 2019.
The referendum asked the following question:
“Do you want Rugby Borough Council to use the Neighbourhood Plan for Willoughby to help it decide planning applications in the neighbourhood area?”
