Private Hire Operators Licence

Any person who wishes to invite or accept bookings for private hire journeys from an address within Rugby is required by law to hold an operators licence issued by us. The aim in licensing private hire operators is the safety of the public.

The operator must be a 'fit and proper' person to hold a licence and is required to undertake an enhanced disclosure from the Criminal Records Bureau. An operator is required to keep records of every journey and will be responsible for ensuring that the journeys booked are completed. We will only issue an operators licence if the premises are within the area of Rugby, and the operator can only use drivers and vehicles licensed by Rugby Council.

New Applications

The following documents and fees are required to be provided by the applicant:

(i) completed application form for a private hire operator

(ii) fee of £60.00

(iii) four references, two indicating the applicant to be of good character and two business references indicating the applicants ability to run a business.

(iv) Full details of the address from which the business is proposed to operate from

(v) Confirmation of planning permission to use the premises as a private hire operating base

(vi) Confirmation of a proposed publication date, in a local newspaper, for a notice stating the intention to operate a private hire business from a specified address. This notice must be in a format agreed with officers and will give 21 days notice for persons to forward objections to the Council. A large version of this notice will also need to be erected in a prominent position adjacent to the property for the complete 21 day period.

Annual renewals

Each year an application form together with a fee based on the number of vehicles operated will need to be supplied to the Council. The fee will be £60.00 per vehicle. Cheques made payable to Rugby Borough Council.
