Local Plan
The Rugby Borough Local Plan 1996-2011 is an 'old style' development plan and was adopted on 10th July 2006.
Under the new planning system, introduced by the government in 2004 (through the Planning and Compulsory Purchase Act 2004), Local Plan policies are automatically 'saved' for three years from adoption.
In the case of Rugby's Local Plan, this period expired on 10th July 2009 unless the Secretary of State agrees in advance that its policies can be saved and used for a period after that date.

Saved Policies
To ensure continuity in the plan-led system and a stable local planning framework the government allows the life of local plan policies to be extended ('saved') until replaced, where justified against the tests set out in Planning Policy Statement 12.
A detailed assessment of each Local Plan policy against the key criteria has been carried out and a list of saved policies was approved by Cabinet on January 12th 2009 and forwarded to the Government Office for the West Midlands (GOWM) for consideration and approval.
The Secretary of State has now provided a schedule of policies from the 2006 Local Plan that are to be saved and remain part of the Development Plan.
Emerging Plans
The saved policies will be replaced in stages by emerging development plan documents (DPDs). Local Plan policies will be shown as deleted when they are superseded by policies in newly adopted DPDs. The first document due to be adopted will be the Core Strategy.
