What is the Local Development Framework

The Local Development Framework or 'LDF' is the term used to describe the set of documents which will eventually include all of the planning authority's local development documents, one of which will be the Core Strategy. As these new documents are adopted by the council, they will eventually replace the Rugby Borough Local Plan adopted in 2006.

LDFs, which were introduced by the Government in 2004, are intended to deliver sustainable development whilst reflecting the needs of local communities. They aim to deliver 'spatial planning', that is they must take into account social and environmental factors such as health and housing need and should not be purely focussed on the regulation and control of land.

Components of the Local Development Framework (LDF):

Local Development Scheme (LDS)
The LDS sets out the documents that Rugby Borough Council will produce and sets a timetable for the preparation and review of these documents.

Statement of Community Involvement (SCI)
The purpose of the SCI is to specify how Rugby Borough Council will involve the general public in the development plan-making process and applications for planning permission. These documents are a way of informing the Council how you wish to be consulted throughout the SCI process.

Sustainability Appraisal
These documents are the Core Strategy Sustainability Appraisal which collectively set out elements of how the Core Strategy DPD has been formulated.

These form a 'portfolio' of policy documents which will deliver the spatial planning strategy for the Borough
